“I have come to believe,” said Commander Prior Bumble in private conversation, “the army is stronger when 2ic [second-in-command rank] is occupied.”
Indeed, the second-in-command rank, Commissar, is as old as the rank of Commander–as old as the army itself. The first Commissar, THR Redovyco, sat with Prior Bumble in the Elite Penguin Force (EPF) room of Club Penguin before the Recon Federation of Club Penguin (RFCP) even had a Discord server. The army has always been unique in its sanctifying of the second-in-command rank. Prior Bumble himself served as Commissar in his old veteran army, the People’s Republic Army (PRA), back in 2008.

Unlike most other Club Penguin armies, there may only be one Commissar at a time (save for extreme and unprecedented exceptions).
Commissars are, constitutionally, the division head of Zero Cap Alpha (ZCA)–RFCP’s central intelligence division, and its first ever division.
They have close access to the Commander’s ear and are consulted more intensely than the other officers. In this way, Commissars are able to affect change and create a lasting legacy.
But most of all, Commissars are there to reinforce and celebrate our way of life.
“The army looks to you to believe in me,” Prior told the new Commissar in private conversation. “And if they believe in me, they believe in RFCP. And RFCP is what keeps us together.”
The new candidate took the night to research past Commissars and consider whether or not to accept the appointment, recognizing the seriousness of the role. But then, Prior got the news…
“Honestly,” said the candidate, “being your right hand man sounds amazing and you know what? I believe I have what it takes.” Prior smiled as the candidate added a final word:
“Let’s change some name colors.”

Q: Congratulations, Commissar Exsavitator! What was going through your head when the Commander offered to appoint you second in command?
A: Honestly, my first response was “there’s no way”. Like the role of commissar got unoccupied not so long ago, so I thought it would take more time before a replacement was sought.
Q: Fair point. Why do you think he chose you? And so fast?
A: I believe the reason Prior chose me is because of the trust we’ve built up over the 4 years that I’ve been in RFCP. Besides, the timing is actually genius, as today is my 4th enlistment anniversary. I honestly can’t name a better moment that the commander could’ve picked.
Q: Are you a little sad to leave the Red Baron title behind?
A: Well, firstly I am a little sad that I am leaving air force behind in this state and that I am leaving behind my iconic bright red role. On the bright side however, the Commissar role is closer to my favorite color.
Q: What legacy do you hope to be remembered by as 2ic? Anything you’re nervous about?
A: Honestly I am both kinda nervous and excited to be RFCP’s new commissar. I want to be a great and reliable commissar like Redovyco and HamsterloverL.

Indeed, the Commander did not realize when he offered Exsavitator the position that today was the four year enlistment anniversary for the EU officer. It seemed like fate directed them.
